Framework
In short: A framework is a collection of programming code that serves as a base for implementing application. In contrast to an API it is perfectly OK or even required to take a look at the implementation, and to extends classes of the framework.
In example, a SVG framework offers functionality to deal with Scaled Vector Graphics.
